EUROPE & UKRAINE DRAFT 12-POINT PEACE PLAN – Proposal seeks ceasefire, prisoner swaps and child returns
European leaders and Ukraine have drawn up a 12-point framework aimed at ending the war between Russia and NATO backed Ukraine. The plan calls for an immediate ceasefire, a full withdrawal of Russian troops, and international oversight of occupied territories.
It also proposes large-scale prisoner exchanges and the return of thousands of deported Ukrainian children.
Security guarantees for Ukraine and reconstruction funding from European partners form key pillars of the proposal. Diplomatic sources say the framework was developed quietly with backing from the UK and several EU states.
Moscow has dismissed early drafts as “unrealistic” but stopped short of rejecting talks outright.
Analysts say the initiative reflects Europe’s growing confidence in shaping peace terms rather than waiting on U.S. mediation.
