ZELENSKIY AND COUNCIL OF EUROPE SIGN HISTORIC AGREEMENT – Human Rights body to set up a special tribunal
Ukrainian President Volodymyr Zelenskiy signed an agreement with the Council of Europe on Wednesday, June 25th, to set up a special tribunal to prosecute Russia for the crime of aggression against Ukraine.
Zelenskiy was greeted by Council of Europe Secretary General Alain Berset, and both signed the agreement before council members.
The tribunal was requested by the Ukrainian authorities and endorsed by the Council of Europe foreign ministers in Luxembourg on 14 May 2025.
In a statement, the Council said the tribunal’s mandate is to “prosecute senior leaders for the crime of aggression against Ukraine. This crime refers to the decision to use armed force against another state, in violation of the United Nations Charter.”
