Victims of bank transfer fraud should have the same protection as those whose cards are cloned or accounts hacked, Which? says. Banks must shoulder more responsibility for money lost by people tricked into transferring it into a fraudster’s account, according to a “super-complaint” by Which? The consumer group said victims of these types of scams did not have the same type of protection as those using other payment methods. Sky sources said at least five different parts of Aleppo had been targeted on Thursday evening, as a week-long truce collapsed. Patient safety at GP surgeries could be ‘at risk’ unless a “chronic shortage” of doctors is turned around, according to the Royal College of General Practitioners. It says that unless drastic action is taken to ensure there are enough doctors in the NHS, thousands of patients could be forced to travel miles to their nearest GP practice or be left stranded with no family doctor at all. Business confidence is at its lowest in four years amid increasing economic uncertainty and weaker demand after Britain’s vote to leave the EU, according to a report. The outlook for demand, employment and investment is weaker across all sectors of the economy, says research by Lloyds Bank. Vladimir Putin’s ruling party is set for victory in Russia’s parliamentary elections despite a dip in support, preliminary results suggest. United Russia received 44.5% of votes, according to an exit poll, compared to 49% in the previous election five years ago. Liberal opposition parties, the only group openly critical of President Putin, reportedly failed to get over the 5% threshold needed for party representation. The nationalist LDPR was said to be in second place with 15.3% of the votes, followed by the Communist party on 14.9% and the Just Russia party on 8.1%. Rio has said farewell to the Paralympics with a closing ceremony that showcased Brazil’s love for music and celebrated what many think has been a surprisingly successful Games. The government has given the go ahead for a new £18bn nuclear power station in the UK after imposing “significant new safeguards” for future projects. The new plant at Hinkley Point in Somerset is being financed by the French and the Chinese. In exchange, China wanted to use its design for new UK nuclear stations. The owner of John Lewis and Waitrose has reported a 75% fall in half-year profits to £56.9m. Sir Charlie Mayfield, chairman of the John Lewis Partnership, said the fall reflects “market conditions” and “steps we are taking to adapt the Partnership for the future”. The slump in profits for the six months to 30 July includes a £25m charge for the write-off of sites it no longer intends to develop, following a strategic review.
