WATER REGULATION SHAKE-UP PROPOSED IN LANDMARK REVIEW – Calls made for single UK regulator, water metering & regional reform
A major overhaul of how water companies are regulated across England and Wales has been proposed in what’s being described as a once-in-a-generation review of the industry.
Led by former Bank of England deputy governor Sir Jon Cunliffe, the Independent Water Commission is calling for the creation of a single UK-wide water regulator, alongside a dedicated body for Wales. The aim is to simplify oversight, increase accountability, and restore public trust in the sector.
The sweeping report includes 88 recommendations, among them mandatory water metering for households, a national social tariff to support vulnerable customers, and new powers to block corporate takeovers of water companies.
It also suggests establishing eight new regional water authorities in England and one covering all of Wales to focus on local needs and environmental priorities.
Commissioned by Environment Secretary Steve Reed, the report is the most comprehensive review since the industry was privatised in the 1980s—and comes amid rising public concern, environmental pressures, and a 36% increase in water bills expected over the next five years.
